Abstract
In 1989 the University of Texas at El Paso (UTEP) became a part of the Texas Wind Energy Consortium, a group formed to perform wind energy research and promote wind energy in Texas. The group, led by West Texas State University's Alternative Energy Institute, and made up of UTEP, Texas Tech, the University of Texas at Permian Basin (UTPB), and Texas A&I University was formed to respond to a request for proposals in alternative energy by the Energy Research in Application Program (ERAP) of the Texas Higher Education Coordinating Board. The Texas Wind Energy Consortium was funded and this initiated the wind energy research program at UTEP.
