Abstract
The United States’ private rental sector, with over 90 million residents in tenant households, is one of the largest in the world. The federalist, state-based system of laws in the US provides a variety of different policy permutations in the PRS that would be unknown in a more unitary system. As such, the successes and failures of the system can be especially instructive for comparative policy analysis. But, as with any national housing market, understanding and interpreting these lessons requires a good deal of context.
