Abstract
While specifications do exist for performance-based seal coats, these cannot ensure consistent quality, particularly in the field where field personnel must both apply and enforce the terms of the specifications. These personnel must be trained to recognize good and bad construction procedures and must be knowledgeable of the capabilities of the equipment used in the industry to complete seal coat projects. In this regard, the various construction practices that consistently produce a good seal coat on a program-wide basis are reviewed.
