The project was aimed at Plebians resolve problems related tom water pressure and transportations. The development of the project was expected to cause damage to the cemetery because of the drainage patterns built up on and also result to an increase in the vehicular traffic. It was stated that additional measures to be adopted to protect adjacent areas and environmental concerns.
