A methodology for the formulation of intelligent discrete next-event (knowledge-based) simulations is presented. An appropriate class of problems is identified. The relevant literature is cited and notions are borrowed from conventional simulation, from software engineering and from knowledge engineering. The overall methodological structure has been adapted from software design principles. The methodology assumes no formal decription, specification, or model formulation languages are available or will be used. Embedded within the methodology are the object-oriented and rule-based paradigms.
